Promote the use of straw to produce fuel ethanol and gradually realize industrialization. Rationally arrange projects to generate electricity using straw.

Article 16 The State encourages the clean and efficient development and utilization of biomass fuels and encourages the development of energy crops. If the gas and heat produced by biomass resources meet the technical standards for access to urban gas and heat networks, enterprises operating gas and heat networks shall accept their access.

4. Article 4 of the Interim Measures for the Administration of Subsidy Funds for the Utilization of Straw into Energy provides support for enterprises engaged in straw-based energy production such as straw pellet fuel, straw gasification, and straw distillation. Article 6 Enterprises applying for subsidy funds shall meet the following conditions:

(Ⅰ) The registered capital of the enterprise is more than 10 million yuan. (Ⅱ) The enterprise's straw energy utilization complies with the local straw comprehensive utilization plan. (Ⅲ) The annual straw consumption of the enterprise is more than 10,000 tons (including 10,000 tons). (Ⅳ) The enterprise's straw energy products have been sold and have stable users. Article 7 For enterprises that meet the support conditions, the central government will provide comprehensive subsidies according to certain standards based on the types and quantities of straw consumed by the enterprise's actual sales of straw energy products each year.

Support content and standards.

1. Key Support Content

Support the development of circular economy, comprehensive resource utilization, and water conservation projects in various regions. Comprehensive resource utilization projects focus on supporting the comprehensive utilization of solid wastes such as tailings (co-existing minerals), coal gangue, fly ash, metallurgical slag, industrial by-product gypsum, and construction waste; support straw comprehensive utilization and storage and transportation system construction projects, as well as agricultural circular economy projects based on agricultural and forestry residues.

2. Arrangement Standards

Resource conservation and efficient utilization projects shall be controlled at no more than 15% of the total project investment. Among them, straw (agricultural and forestry residues) comprehensive utilization projects and seawater desalination projects shall be controlled at no more than 30% of the total project investment.

3. Fiscal policy measures

(I) Strengthen the guiding role of fiscal funds. When allocating the existing central transfer payment funds to local governments, the central government will reward and support regions that have made outstanding achievements in promoting related work and played a demonstration and leading role.

(II) Improve the market-oriented and diversified investment mechanism. Include eligible green and low-carbon development projects in the scope of government bond support. Take various measures to support government and social capital cooperation (PPP) projects in the field of ecological environment, and standardize the performance of local governments in PPP projects.

(III) Give play to the incentive and constraint role of tax policies. Implement tax policies such as environmental protection tax, resource tax, consumption tax, vehicle and vessel tax, vehicle purchase tax, value-added tax, and corporate income tax; implement tax incentives such as energy conservation and water conservation, and comprehensive resource utilization, and study tax policies related to supporting carbon emission reduction, so as to better play the role of taxation in promoting the green and low-carbon development of market entities. Optimize the tariff structure in accordance with the requirements of accelerating green and low-carbon development and continuously improving environmental quality.

7. "Implementation Plan for Carbon Peak in the Industrial Sector" (VII) vigorously develop the circular economy.

Optimize the resource allocation structure, give full play to the synergistic effect of resource conservation and carbon reduction, and reduce carbon emissions in the industrial sector through efficient recycling of resources.

1. Promote low-carbon raw material substitution. Support the development of biomass chemical industry and promote the diversification of petrochemical raw materials. Encourage the import of recycled raw materials in accordance with laws and regulations.
